Spain are the new world number one-ranked side after their victory at Euro 2008, but England have fallen six places to 15th.
Luis Aragones' side moved up three places from fourth thanks to their second-ever major tournament win, knocking long-time leaders Argentina off the top spot.
The European Championships have given many of the national teams on the Old Continent the chance to leapfrog the dominant sides in South America.
Italy, despite an under par showing in Austria and Switzerland, have moved up to second place, while beaten finalists Germany see their stock rise two spots to third.
Holland, who lit up the tournament in the group stage before an early exit to Russia in the quarter-finals, are up five places to fifth.
They are sandwiched between the only non-European nations in the top 10, Brazil and Argentina, who are in fourth and sixth respectively after average showings in the South American World Cup qualifying tournament so far.
The biggest movers of the top 10 are Croatia, up eight places to seventh, while Czech Republic, Portugal and France complete the list of the best sides in the world.
England, who missed out on Euro 2008, fall six places to 15th, just one spot higher than Scotland.
